WHO requires the successful bidder, to carry out evaluation of the outcome and potential impact of the Asia Pacific Observatory on Health Systems and Policies on its intended beneficiaries to be conducted from April to May 2021.

Purpose of the Evaluation

The APO has some internal measures to monitor usage of its products, such as the range and number of APO products that are downloaded. However, the partnership would benefit from a formal assessment on where it stands with respect to its objective, abidance to its guiding principles and the beneficiaries reached and how they are benefitting from APO products. More specifically, APO is interested in understanding how its publications are being used by beneficiaries. In addition, the evaluation should address the question of whether APO’s objective, guiding principles and targeted beneficiaries are relevant moving forward, or does there need to be a change in its approach.

Tasks to be performed

  • In consultation with APO, develop a brief Inception Report which includes the evaluation methodology and plan inline with global approaches to evaluation (OECD, etc.) that are applicable such as relevance, effectiveness, and sustainability;
  • Assess the process of developing APO products and how it conveys messages to its intended audience;
  • Interview relevant stakeholders in the Asia Pacific region, including APO secretariat, board members, and therange of potential beneficiaries;
  • Analyze characteristics of publication downloads to provide greater clarity on who is reading the material;
  • Develop evaluation report (interim, final)
